I actually had a client say that the resource was over qualified. My theory is better resources are available given the economic crisis, “Time to capitalize on bringing added value, innovative thoughts, and Best Practices for less!” This question is mainly directed toward hiring managers that have encountered similar situations!
Why not accept the over qualified resource for a less if he/she is willing to dedicate them selves to your company?

Your theory is right in some ways. It is true that such resources can bring higher quality, dedication and skills to a company. But, the reason behind not wanting to hire such resources is that an over qualified person may become bored quickly and will look for an other position which is more appropriate to his/her level. Therefore a company does not want to go through training a resource if it is to lose an employee a few months down the road.
